DULUTH, MN (KDAL) - There will be lane restrictions for motorists traveling northbound on I-35 between 9 a-m and 3 p-m on Thursday as crews install a new changeable message sign on the Garfield Avenue Bridge.  During the same time period the northbound I-535 to northbound I-35 ramp will be closed and traffic will be routed to 21st Avenue West and then back to northbound I-35.
