Duluth, MN (KDAL) - Local law enforcement agencies, working with the State Patrol, increased surveillance for drivers who were on the road and impaired by alcohol in December.  The numbers are in and they pulled over 678 motorists, arrested 42 for drunk driving and issued a hundred and forty-six citations.

Law enforcement called the effort a success.
