DULUTH, MN (KDAL) - A Duluth man who was arrested on September 12th on outstanding warrants and new charges of possession of a controlled substance was released on bail September 27th.  On October 2nd, Andrew Wayne Clarke was arrested again by investigators from the Lake Superior Drug and Violent Crimes Task Force after finding him in possession of heroin and crack cocaine.  Clarke is now back in the St. Louis County Jail and has been charged with additional possession and intent to sell felonies.  Clarke also has 9 other felony convictions on his record.
