DULUTH, MN (KDAL) - The Duluth Civic Center will be closed to traffic and pedestrians on Thursday as work begins on the City Hall elevators.  A large crane will be parked in the Civic Center and until the crane is removed, City Hall doors on the Civic Center side of the building will be closed and through traffic and parking will not be allowed in the area.  The crane will be lifting elevator parts to the roof of City Hall for most of the day.  In addition, both elevators in City Hall will be out of service from 9 a-m until later Thursday.
