ST. PAUL, Min (KDAL) -  The final week of this year's Minnesota Legislative session is underway and there is still no agreement between the Republican controlled house and senate and the Democratic governor on a state budget.  Governor Dayton is seeking a tax increase on upper income residents while the leaders in the legislature are looking for more program cuts.  If agreements are not made by the May 23rd deadline, it will take a special session to get a budget in place before a potential government shutdown at the end of June.
